DOT, TIPT, PSTN, VoIP it really shouldn't matter.

If they are seemingly refusing to accept the port-out request from the 
new provider then perhaps you should be contacting ACMA to see if they 
can help.

Under Compliance for providers, they note the telco act '97 
(http://www.comlaw.gov.au/Series/C2004A05145), part 31 proceedings for 
refusing to port a number.

YOU as the consumer, shouldn't have to do anything except to say to NEW 
provider "Here's number, heres account number, please port", the NEW 
provider should be doing the requests/talking with Telstra in regards to 
porting that number over. Is this the process your having?

If it is currently DOT then that can be delivered via PSTN i believe - 
and if it is an NBN area and the numbers already been listed as pending 
disconnect you may need to get it converted to an EBD service first 
(have had to do a few of these annoyingly), but again this should be a 
fairly pain-free procedure.
