For what it's worth, the retail side of the never-realised OPEL network was designed for IPv6 broadband access on the DSL service. This was done in 2007 on the realisation that the 2012 endpoint of their project meant an exhaustion of IPv4 before all of the forecast 300,000 regional users were connected. 

At the time, no WiMAX vendor supported IPv6 - which may still become critical if WiMax is used in the NBN due to the Layer-3 integration in the wireless transmission. 

Had the network gone ahead the industry and government would have had something of an ipv6 showcase today.
