That is mostly because we've been hearing or reading doomsday about IPv4 
and the need to deploy IPv6 for more than 10 years.  Boy-who-cried-wolf 
syndrome in full effect. At this stage I am sceptical it will make any 
difference.

As Mark said - it needed to be done long ago to be useful now; there was 
plenty that could have been done.
