This is a bigger problem than just IPv6 deployment.  Many of the major 
problems facing the world today were recognised decades ago (pollution, 
over population, you know - the biggies).  Humans responded to most of 
these revelations by doing less than was required, later than it was 
needed.

The original environment in which humans evolved favoured short term 
planning over long term planning and little has changed in the human brain 
since that time.

Since I realised this the current state of the world has made a lot more 
sense to me.
