Thank you all for your responses. Optus got back to us as it was affecting
optus sports too.

"We use a data source called GeoGuard from GeoComply which provides us with
possible VPN and data centre CIDR ranges.
I can confirm the following ranges are being blocked by the GeoGuard data
set. It’s used by everyone in the media industry as it’s listed in rights
agreements so mandated. It’s used by CloudFront, and Akamai too as a white
glove service."
