[AusNOG] NBN FTTP - upgrade for a strata complex

There appears to be some qualification for a strata building to event get FTTB over FTTN.   In my residential part of the world there are numerous strata titled highrise buildings of varying size.  Some have FTTB and some have FTTN.  For specific examples I'm familiar with, one building with 124 lots (35 floors) has FTTB but another with 80 lots (28 floors) goes back to the closest node.  Those buildings are 2 streets apart so it looks like there's some threshold required for a FTTB build.
