[AusNOG] Experience with cybercrime reports and telco restrictions?

Has anyone on here had experience working with police departments and
assisting with cybercrime investigations with free email providers?

I've assisted with required information on behalf of a client in relation
to accounts that have been compromised, however was just told by the
detective, the IP information can't be investigated/looked up by the
telco's in question as there is no seconds in the timestamps.

The information from the providers only offers HH:MM (hotmail / google -
both the same) and telco's wont proceed with any lookup without the :ss
available on the timestamp..

Surely not?
