[AusNOG] Telstra ADSL/PSTN outages South Vic.

Also had the same issue in 2519, Wollongong. Only explanation was the
same vague error message you have. PSTN was working, but no ADSL signal
whatsoever. Seemed to affect Telstra/Wholesale connections for about 3
days. 

Couldn't extract any meaningful information from Telstra/Exetel though.
