[AusNOG] Telstra ADSL/PSTN outages South Vic.

I don't have any specific info on that outage, but my folks (in ballaarat)
had a similar vague week-long outage a couple of months ago, and it was due
to a two-block-long redirection of trunk cabling supplying their suburb,
making way for widening of the main road.  Over that week, their PSTN was
engaged for most of the time, and ADSL (via AAPT, not Telstra) was up and
down a couple of times.  - it may be a similar thing?
