[AusNOG] Optus PLNR - unable to call from Telstra network

Liam, definitely seen this before, I forget the terminology but from my
recollection some LNP database in Telstra land becomes out of sync and
therefore they think the numbers are within Telstras network. From previous
experience raising with Optus, they say it can take Telstra 48hrs to fix
(IIRC 48hrs was some SLA for LNP), and in reality it often took longer
especially over the weekend (neither Optus nor Telstra have people to fix
this over the weekend apparently, well from a year ago anyway).
