[AusNOG] Overstepping Another Number On AAPT SIP Trunk

We use it internally for overstamping any number (e.g. call via SIP, set
the CLI to a mobile number).
This is over a wholesale connection and we did have to ask for it,
however there were no problems getting it enabled.
In our case we have no whitelist of numbers and we didn't have to prove
ownership of any specific numbers.
I have actually even overstamped a international number just fine.
I presume if you abuse the feature they'll clamp down on you like a ton
of bricks.
