To be fair, both do have the tendency to bring tears to your eyes.

Difference in scale. Onions don't have Telstras and TPG's.
They'd be paying the bulk of any industry fees under most measures.
And without them in the group there probably isn't much point.

This morning if you were watching ABCnews24 Breakfast,
you would have seen the National Onion Growers Association getting
nation-wide TV coverage via an interview with their lobbyist in
Canberra. They're smaller businesses than virtually any small ISP. Their
entire industry is smaller than the small-ISP industry. They have a
national association with a lobbyist in Canberra, and a couple of days
ago they had the PM munching down on their product when he was at one of
their sites to promote it. You guys don't. - mark
Just to put some numbers to this
http://www.onionsaustralia.org.au/about-onions-australia/index.htm
there are ~380 onion growers
They pay $4 per tonne to the org, (production cost of a tonne is
~$361)
gross value of production per annum $181M so they make 501385
tonnes of onions give or take
So they are netting $2M to run their industry body.
How much would you pay per user/some-other-measure for your
industry body?
