So forgive my ignorance, but what is stopping you smaller guys joining the Comms alliance? If it's cost, perhaps you'd be best served by raising that with them and getting a tier / tiers implemented that suit your smaller ISP status, even if it's at a different member level, at least you'd be "at the table"
The difference between you guys and the onion guys is they have a single voice that represents them all, I think you'd be better served trying to unify your voices rather than looking at alternative arrangements and fragmenting.

Difference in scale. Onions don't have Telstras and TPG's.
They'd be paying the bulk of any industry fees under most measures.
And without them in the group there probably isn't much point.

Just to put some numbers to this

there are ~380 onion growers
They pay $4 per tonne to the org, (production cost of a tonne is ~$361)
gross value of production per annum $181M so they make 501385 tonnes of onions give or take
So they are netting $2M to run their industry body.
How much would you pay per user/some-other-measure for your industry body?
