Can you connect to the switches manually and pull SNMP data ? eg:
$ snmpwalk -v 2c -c public 10.1.1.116
If you can't, then you have a comms or SNMP issue.
If you do get valid output from snmpwalk, then you have an application issue and you'd probably be better off trying on a mailing list for that specific application (cacti). Do the system or application logs have anything of value to say ?
Is this a new installation ?

Can anyone assist us off the list with working out what is going on. We have tested that both cacti and the switches are able to communicate and it is connecting to SNMP on the switch as its pulling the SNMP information.
