My understanding was it could be configured to do a check only if an SPF record was available and pass any mail that does have one as per normal (in fact I thought this was default behaviour)

For example, Hotmail had SPF record checking on (last time I looked into it) and if you didn't have SPF records you could still send to Hotmail addresses, but if your SPF was wrong or didn't work correctly you got blocked. Hotmail address testing was a recommended step to configuring SPF records.

Also I would agree that this particular service is probably one that could deal with those conditions even if they are accurate.

I agree, this is a NOG list, surely most of the people who would be wanting/needing to post to the list are masters of their own DNS/destiny or can work with whoever is to get an entry added  ?

What's the point of bringing in measures to fight spam if everyone ignores it?

Enforce it, and drag the providers who are ignoring it into the 21st century.

As for not having control over one's own DNS, I'll let others debate the merits of that.

Not everyone has SPF or TXT records. If the MTA enforces SPF, then senders without it will get bounced. Also note that not everyone has control of their DNS. It is sad that there is so little usage of SPF & TXT records in the wild. If *everyone* has SPF then spam would be heavily diminished. Unfortunately there are just too many people who don't like adding extra records in their zone files.
