I think the fact that the behaviour can be changed if 2000::/3 is
outgrown is a sufficient opportunity to catch any policy the needs to
be changed. If there was no circuit breaker at all, that'd be
different, but it seems that allowances have been made for cloudiness
in people's crystal balls.
