The view at that time was that while there was little or no
documentation around how an allocation was made, it was essentially
give as property. While possible to reclaim such space, the second
value was placed on address space (and potentially big value) it would
get messy. Fast forward to today and we'll soon see real value placed
on address space.

I've polled a number of people, but around $10,000 for a /24 seems
like a potentially reasonable figure.
Which could give an historically assigned /16 a value of around ~
$2.5M, with a /8 potentially worth ~$655M. That's not a value that
many people would consider giving away (nor would their shareholders
understand).

PS: Makes the Level3 purchase of Genuity's assets (tier 1 peering,
40,000 customers and of course 4.0.0.0/8) for $240M look like a pretty
good deal :-)
