The RIR's looked at doing this a couple of years ago and concluded that
the amount of time and effort it'd take would outweigh the time and  
effort
required to migrate to v6.

It'd take a few years to go through the motions, and at the end of it
we'd only have freed up enough /8's to supply a year or two of further
IPv4 growth before we had the same problem all over again and no low-
hanging fruit left.  Might as well just get on with the migration.
It's going to be just as much of a pain whether we do it in 2009 or
2011, better to just bite the bullet and get it over with.
