As an fyi Superloop does offer wholesale access from one to all 121 PoI's on a wholesale basis starting from 500Mbps and either physical handoff or via NNI-Link.  It's not as bad as it used to be :). Hand off is at two major DC's in each state.

    If you are a hyperlocal provider and only need to connect to handful of POIs, especially if you are regional, then this might work.
    
    But yes, a build it and they will come approach to 121 POIs is not for the faint of heart.
