It remains a bill until passes both houses of parliament, so this is a good
starting place for discussion of the bill's purposes, and provisions, and
their consequences.
Remember that the bill will have been drafted by lawyers and Canberra
policy wonks, mostly not just technically ignorant but with a good measure
of technology misconceptions and prejudices.
