From a KB I wrote up a while ago.
Microsoft has two separate portals, for delists, where someone is blocked. It is generally wise to check both in the case of an issue.
Sample Email:
xyz at outlook.com<mailto:xyz at outlook.com>
(ultimately generated from user at domain.com<mailto:user at domain.com>)
host mx4.hotmail.com [65.55.33.119]
SMTP error from remote mail server after pipelined MAIL FROM:<user at domain.com<mailto:user at domain.com>> SIZE=11198:
550 SC-001 (COL004-MC5F26) Unfortunately, messages from 123.123.123.123 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors.

Hi All,
I’ve got an issue with a mail server blacklisting at Microsoft (and only M/S –everyone else is the world seems happy to talk to us).
I’ve dealt with this before (quite a number of years ago) but I can’t lay my hands on the support form/contact method for raising this.
Can anyone put me out of my misery and send me a contact email or form or something to raise this with them?
Thanks for any help you can provide, I'll just be searching away here until I go completely crazy in the meantime....
