[AusNOG] Anyone know of VPN's being bandwidth managed (throttled)

Hello everyone,

 From time to time we see some performance issues with VPNs
with some of our retail customers using services such as ExpressVPN.

Specifically, we see VPN throughput being about a third of the  
available tail bandwidth.

Now of course this could be due to lots of things but we do wonder
whether some of our upstreams are restricting bandwidth to VPNs,
in particular AAPT IP transit and Vocus/m2 Layer 3.

Anyone aware of anything in particular?
