But intuitively, having 1/4 of your infrastructure idle should be cheaper
than having 1/2 of your infrastructure idle. If that's not the case, it's
because of costs of interconnect and management. If you're a national
carrier, your interconnect should be pretty cost effective. Then there's
management of 4 rather than 2 data centres. If that's a problem, it
suggests a potential opportunity to better leverage automation.
