Indeed.  This stems from the fact that a lot of people don't seem to 
understand the difference between 'contention' and 'congestion'.

As an example - 100:1 contention with 15% average utilisation (ie no 
congestion) will with very few exceptions always perform better than a 
service with 5:1 contention and constant 90% utilisation.
