there are so many holes in this research paper it's almost like swiss
cheese!!!

for AusNOG folk, TL;DR:

In Oceania, we see IXP servers only in Sidney, Australia. These servers
have therefore to be complemented by ISP locations in every major city of
Australia, Tasmania, and New Zealand. Surprisingly, we also found a few
servers deployed in the middle of the Pacific, in Guam. Deploying servers
in such a remote location, with a limited population, is explained by the
historical nature of Guam as a US (military) stronghold.
