They did block all, (most ) international traffic from the reports 
around the place.

But it does not appear that they had the right capacity in place to 
handle the server load.


They had only planned capacity for 1000000 form submissions per hour.

Given the PR and associated advertising and media coverage about this 
all needing to be done on August 9th they should of had much more 
capacity in place.
