The likelihood is higher than you might think.

Richard isn't subscribed to the list - he picked the message up from the archives,
following a Twitter exchange that included a link to the message in the public
archive. No charter.
He was blissfully unaware of this exchange this morning, until I called him (yes,
strange concept I know), and won't see any of this thread unless he delves back into
the archives over the next few days.
