[AusNOG] iinet shaping / traffic prioritisation

It's not a congested RIM or exchange is it? Telstra are known to throw a
1500 limiter on tails in congested areas..  You can spike above that for
short periods if pulling from a local source, but then it clamps back down
pretty quickly.
