[AusNOG] iinet shaping / traffic prioritisation

Testing off the iinet public FTP yields the same speed - 1.5mbit.
Everything but Microsoft updates yields 1.5mbit.

Is it limited to 1.5mbit per stream or even multi-stream?
What about using a test like downloading from iinet mirror:

The Exchange which I'm on did get a network upgrade some months ago which did resolved a heavy congested network. Since then I haven't really had much issues with speed during peak times.

Are you running Windows 10? Could be your local exchange is oversubscribed but you're getting transfers from others on a similar network segment.
Either that, or I've had too much cider someone's playing silly buggers with your network.

Perform a Windows update or Office update and the traffic spikes to maximum throughput of the ADSL2+ connection. Have checked this on multiple systems including a brand new notebook on our network with all performing the exact same result. Done the usual checks and the issue is definitely not being generated within the network.
Has anyone else spotted this issue? Especially on Offnet connections?
