It's a measure of quality of experience for Netflix subscribers , so all network segments in between the sources and destinations on a given network are within scope.
The speed index doesn't account for performance on different segments of the network (backbone vs. last mile).

Given most take Netflix (and Google) on peering, would you guys agree that these graphs are more a reflection on the backhaul network/provisioning/scale of the provider?
