[AusNOG] Packet loss accross telia.net

It's not individual connection related - and it seems to be anything passing through
Los Angeles type area..  (ie tracing from UK can hit it too)

Although it's continued for over 12 hours now.  If hitting west coast servers, pinging
62.115.140.255 rather than 62.115.140.254 shows problems from more locations.  But yeah
it's around there that it seems broken.
