  Local cacheing should not be ignored, it should be embraced wholeheartedly as it improves the network. What should not happen is the ISP then turning around and preferring this one service provider above others by zero rating them or rate limiting others.

The villan in this drama is not the CSP and it never was. The funny business is always going on on the ISP side. The ISP is the gatekeeper and the termination monopoly holder. They should not get to pick sides and chose winners. That is the crux of network neutrality.
