Western Tasmania: NBN, please. 
NBNco: Sure thing! We have fiber backhaul to the area, so we are going to... wait for it ... stick you on satellite!
Western Tasmania: ?

Despite existing fiber backhaul assets and earlier plans to provide FTTP, FTTN and/or fixed wireless to the areas in question, NBNco unequivocally refuses to provide service in the area because somebody or something might at some unknown future date cut the backhaul fiber spur.

I am at a loss for words.
