[AusNOG] SMW3 Offline... again

Thats the one (actually two) that was repaired 10 days ago (20th October). They were
in the middle of the Sunda Strait shipping route.

The current outage (went down on the 23rd, 2-3 days later) is in a different location
- described as " located between repeaters 108 and 109, 360 kilometres from the Ancol
Cable Station <http://www.submarinenetworks.com/stations/asia/indonesia/ancol> near
Indonesia's capital Jakarta."

I believe this is further north in Indonesian waters then the earlier outages.
