That was my thought as well, though it depends on the error.

As Nick said it's trivial to fix and generally is just a warning.

If it's not that error I'd say it's likely the cause of your issues, feel free to pass on the error you are getting, but I'd definitely resolve that before you do any more digging into why it isn't working.

PHP 5 just complains if you haven't set the timezone in php.ini.
Trivial to fix. I presume that is what it is.
