Hi Ross,

sipp should be able to do what you need. It can replay audio from a
PCAP, example @
http://tomeko.net/other/sipp/sipp_cheatsheet.php?lang=en under heading
'Generating calls using G.729 codec'.

Not a really simple solution, but a hell of a lot more simple then
using a full PBX to do it.
