I'm not the only RossW from the old aussie-ISP days, but I was fairly 
active on the list then.  IF you're referring to me, I never had anything

You MAY be remembering perhaps ISPCEL, which was an attempt at a small 
co-op in those days. While a small number of us still exist, ISPCEL never 
flourished, largely for the reasons cited here time and again - general 
apathy and lack of sufficient numbers to actually achieve benefits.
