It is required if your a host, everyone here will try claim their own 
way of finding excuses to not be covered, and I've seen some far flung 
ones on this list, but anyway some say yes, some say no, everyone reads 
and interprets the legislation with their own tunnel vision, if the AGD 
says yes, which is my advice as well as others, thats all that counts, 
its pretty simple to read the Telco Act to see what it regards as ISP, 
CSP, or whatever. Those who think they understand the legislation better 
than the folks who wrote and enforce it, regardless of who they are and 
their standing in this community, all I got to say is good luck, but 
remember, ignorance is not a defence and wont save your hip pocket when 
they come aknockin.
