There’s a very real possibility that it’s not the PSUs that are dead, but the power distribution board that manages the power from both PSUs itself.

I’ve not seen this happen on HP, but have had it happen once on a SuperMicro server.

In one case, a power supply failed and the system wouldn’t run on the second one until I took it out. It may be worth trying to boot the machine with one PSU at a time, giving a good 20 seconds to let the capacitors in the power distribution board to drain and fully reset.

I've never seen 2 power supplies fail at the same time.
And the server is dead, no leds on the board or even power supplies.
Although 1 power supply's fan spins up....

All the customer did was power it down...
