[AusNOG] Network reporting

Hi,
I'm looking for a software or hardware solution that will sit on a 
network and collect the following information:
     1.    Latency to predetermined addresses
     2.    Packet loss to various addresses
     3.    Time taken to load a webpage or several predetermined sites
     4.    Perform scheduled throughput tests

Our main reason for collecting the above is to gauge customer experience 
to a number of internal and external sites and assist in troubleshooting.
I'd appreciate any suggestions.
