We may wish and it is certainly logical... However, my experience is
that ISPs, particularly large ones that come with a Telco mentality
routinely sacrifice customer quality in pursuit of revenue from
content providers. It's their bargaining chip!
It's not even a question of who blinks first if only one party really
cares.
