Exactly, its squarely  a technical issue, most networks, the decent ones 
anyway are running IPv4 and IPv6 side by side in some way shape or form.
The ones that are IPv4 only, are either in countries with limited 
internet access or just run by people who don't have a clue of what they 
are doing.
