That's where the need to pay a monthly fee to the council, and also they have to adhere to certain standards put in place by federal government not state so it Is uniform Australia wide.

I don't think it is fair if they own both buildings and if it is for their own internal use and not to resell.  I still believe they need to adhere to certain standards but don't believe you should be a carrier for your own internal purpose.

to be fair, they don't own the land in between the buildings.
