And based on all of that, people using google's DNS servers today are going to feel like the Internet is a bit sluggish today, as the 100ms budget is already exceed before the TCP 3 way handshake has even started.

Google are well aware of how much latency matters, they're working on (and implementing) TCP "Fast Open" to allow payload data to be carried in the TCP segments of the 3 way handshake to lower latency of content delivery so that the browser etc., can start displaying data faster:
