[AusNOG] PIPE NSW Changing Details

There are many overlapping routes between all the NSW sites anyway.
PIPE peering is well worth it for us as its a direct route to TPG and a
lot of traffic still egresses us to TPG, more than via megaport which
has the highest local pref. PIPE NSW for us still has the highest
traffic of all peering networks (with the lowest LP) outbound for us by
a significant margin.
Routes counts from our NSW sites listed in AS38220 LocalPref order:

PIPE NSW is a close second behind Equinix with table size. Megaport is
the lowest.
