Communications Alliance Assumes Responsibility for Internet Industry
Association (IIA) Codes and Operations

Communications Alliance will take responsibility for the industry Codes and
core responsibilities of the Internet Industry Association (IIA) under an
agreement signed today. The move follows a decision by the Board of the IIA
to seek to transfer its operations to Communications Alliance and, in due
course, cease trading as a separate association.

The Boards of Communications Alliance and the IIA have agreed a set of
arrangements designed to ensure a smooth transition within which:

   - the co-regulatory responsibilities of the IIA continue to be managed
   and progressed; and
   - former IIA members can continue to be represented and assisted by
   Communications Alliance

Communications Alliance CEO, John Stanton, said the arrangements, developed
during recent discussions with the IIA, were aimed at the best interests of
all stakeholders.

Under the agreement the IIA will assign to Communications Alliance the
copyright in and ownership of the IIA's industry Codes, including the
iCode, Content Codes, Content Services Code and Interactive Gambling Code.
Communications Alliance will also take over responsibility for the family
friendly internet filter scheme.

Communications Alliance will offer existing financial IIA members
membership of Communications Alliance at no charge for the duration of
their existing paid IIA membership period.

Communications Alliance will also create a working group focused on online
security, cyber safety and related issues and to continue the work of the
recently created National Online Security Council (NOSC).

Mr Stanton paid tribute to the valuable work of the IIA over the past
several decades.

"The IIA has been a strong advocate for the ISP and online security sector
and put in place important platforms to help ensure that ISPs are well
prepared to deal with cyber threats and that families can be confident
about protecting their children from undesirable content."

"Communications Alliance welcomes all former IIA members who transition to
our 'family' and looks forward to working with them to strongly represent
their interests and to build on the achievements to date," Mr Stanton said.

New instructions for cablers when migrating customers to the NBN

Communications Alliance has now published a new Industry Guideline on *Cabling
existing telecommunications services in the customer's premises for the NBN
via FTTP* (G649:2014<http://www.commsalliance.com.au/Documents/all/guidelines/g649>).
This Guideline has been developed over the last twelve months as one of the
components needed by industry in the migration of customers to the NBN.

These instructions are designed as a guide for a Registered Cabling
Provider attending the customer premises to disconnect the existing
telecommunications customer cabling from the lead-in cabling at the Network
Boundary Point and connect it to the NBN being provided via Fibre to the
Premises (FTTP). It currently does not cover other access technologies such
as Fibre to the Node (FTTN) or HFC.

It provides information on the preparatory steps for migrating the
customer, identification of services and equipment, determining the most
appropriate reconnection method and verification of the cabling work
post-migration. It takes into account where there are 'over-the-top' (OTT)
services such as personal medical alarms and security alarms for their
continued functioning once the cabling work has been completed.

'Push' Mobile Location Information to help emergency callers on mobiles

Communications Alliance has published a new specification that defines the
options for the format of mobile location information (MoLI) to be 'pushed'
by mobile carriers on an emergency call.  Once implemented end-to-end the
new MoLI will help emergency service organisations more easily locate a
user of mobile phones making an emergency call.

This new document has been included along with some existing publications
on location information for emergency calls under the existing 'G557'
designation - which has been used for many years for a set of maps used for
MoLI.  The new *Location Information for Emergency Calls* Guideline (
G557:2014 <http://www.commsalliance.com.au/Documents/all/guidelines/g557>)
consists of:

   - Part 1: *General* - a new document that describes the parts of G557.
   - Part 2: *Standardised Mobile Service Area (SMSA) and Location
   Indicator Registe*r - the existing set of maps that define the SMSAs
   currently used in the signalling of mobile caller location.
   - Part 3: *Location Independent Communications Service Location
   Indicator for Emergency Services Signalling* Guideline - (previously
   G629:2009). It specifies the industry procedures for the transfer of
   location information for Location Independent Communications Service (LICS)
   Services to Emergency Service Numbers.
   - Part 4: *Mobile Location Information (MOLI) Processes For Emergency
   Calling And Rescue Coordination* Guideline (previously G643:2012).  It
   describes the processes to provide location information for an Emergency
   Call on request from an Emergency Service Organisation or the Australian
   Maritime Safety Authority.
   - Part 5: *Push Mobile Location Information (MoLI) Interface To Enhanced
   Calling Line Identification System (ECLIPS)* Specification.  The new
   document that defines an interface for the transfer of Push MoLI between a
   Mobile Carrier and the emergency call processing system.

Work on implementation and testing of push MoLI by mobile carriers plus
end-to-end testing with emergency service organisations is expected to take
place throughout 2014.
