I've had a few general inquiries (off board) regarding Gosford Council's NBN onboarding status and thought I may as well also post to the board for a general update if anyone is interested.

How long does the whole on boarding / testing take with NBNco? Sorry this has to be a "depends". A number of factors will influence this, i.e ACMA, signed WBA, solution outline, technical ability, pre-certification lab, certification testing in Melbourne, portal/billing training just to be certified.

There are a number of sub factors that will also extend the timeline, for instance the pre-cert lab and certification testing in Melbourne you will need to select the products your testing for, I selected NFAS with the following combo, basic, DSCP mapped, Priority tagged and diverse chassis testing, this required extra testing. The basic testing in Melbourne was a full week and then the other products was another week (back to back). If you happen to also certify for multicast add another couple of days, if you want uni-v add another week. If you want wireless/satellite there will be more testing. If you want B2B there will be more testing. Pre-certification can either be in NBN Co Sandpit or with adequate internal gear, the testing report you have to provide is quite full-on, mine for all the products we certified for was a 26 page report that included over 40 different packet captures.

Once certified, you then need to allow time to build backhaul into your chosen POI's, source CoLo either from TEBA or NBN directly or other, raise orders for cross connects/NNI/CVC and then finally AVCs. I have run backhaul into one POI, have NBN CoLo, requested cross-connects and NNI. Now waiting for NBN Co to finish up these orders and will order CVC shortly.

Having only one person (me) working on most of the project also meant the timeline blew out a bit, in my original planning I wanted to be placing orders for AVCs in mid-Dec, however due to the Christmas break, my timescale was set back a month due to Telstra embargo period and competing Council priorities.

To give you a rough idea for what I ended up with:
        We had a kick-off meeting in April last year with NBN Co, they advised the process for on-boarding.
        ACMA license granted in July
        WBA negotiations took longer than expected due to insurance clauses that required a bit of back and forward. Signed in September
        Pre-cert lab took a couple of weeks working on and off. Completed in September.
        Cert lab completed in Melbourne during October/November.
        Portal training completed Nov
        Ordered NNI and Colo in Dec


What hardware did you end up going with and why? I ended up choosing the Cisco ASR 1001 due to my familiarity with Cisco IOS and their proven ability to meet the technical requirements. In order to test for diverse chassis, I also added a 5 port SPF routed module. We did not test and have no immediate plans for 10Gbps (the ASR model we have also tops out at 5Gbps); I will add extra bearers to the NNI port channel if we run out of capacity. If you will need to host in NBN Co CoLo (or even TEBA) you will also require DC powered devices.

Are you using PPPOE or IPOE? I tested for both PPPoE and IPoE. RSP preference really. The pre-lab and the actual certification expects both to be tested. Since we are only going to be providing services initially for our internal remote sites I will probably keep it simply and use IPoE with corresponding EVCs.


How much did all the hardware cost? Sorry can't release exact figures due to commercial contracts. Unfortunately I couldn't stretch the budget to remove all single points of failure during pilot phase. Relying on enhanced Cisco SmartNet instead, 24x7x4. Will re-review I expect in next financial year.

How did you get registered with the ACMA? I see registration costs ~$2000. I am hesitant to pay this if I am denied. It is a once off $2000 application fee, ACMA does not discriminate and allows anyone to apply. I spoke to a couple of their customer service officers and they were extremely helpful, one even did a quick review of my application to let me know if I missed anything obvious prior to submitting. Just make sure you fill in all the information in their templates. The public ACMA website also allows you to access a spreadsheet with details of every licensed carrier.

Who is your transit provider and how much does that cost you?

We use our own fibre to backhaul from the POI CoLo to our data centre. We then use Firenet for Internet Transit. Speak to Travers in regards to pricing.
