[AusNOG] Carrier Licensing Changes - Residential and small business customers

I know at least one who is in a very awkward position.
As a single-employee company doing both the functions of supply to end 
users, as well as the installation and ongoing maintenance and operation 
of a "complying super-fast" network (glass), they are required to (as of 
1st january - ie, 2 weeks!) somehow separate the "retail" and 
"wholesale" parts of their business...

How can they??
Surely there must be a way to apply for and be granted an exemption on the 
grounds that it is not practical or feasable to comply? (Especially as 
they've been operating this way for a decade or two perfectly legally)
