[AusNOG] Telstra ADSL 1 RIM buffer bloat

Hi guys,
I have a customer that is sitting behind an ADSL 1 RIM in Calliope.
According to Telstra there are no free ports in both the RIM and the
Exchange (although copper is available for direct patch to an ADSL 2+
exchange). There is a lot of congestion and it appears that the RIM or the
exchange is adding somewhere between 3 or 4 seconds of buffer bloat to the
connection on upload of around 350k. I've fixed the issue temporarily by
placing a Mikrotik with a small queue and bandwidth limiting to about 95%
of the available bandwidth.
Is there anyone I could talk to at Telstra to look into lowering the
buffers at the RIM or the exchange because 3 seconds of buffered packets is
just insane and brings everything to a grinding halt.
