Its worse in Perth. When a person in Sydney calls at 9am local. particular a
cold-calling sales driod of some sort selling something that if you wanted,
you would have ordered it already.
"Excuse me, see that 08 at the front of the number you called? Its Perth
your calling, during summer, its 3 hrs behind, ITS BLOODY WELL 6am here. And
now, I suddenly has no desire to work with a company who sales people have
no concept of a time zone."

And then you have the people in Sydney who seem to think that AEST is
whatever the time is in Sydney regardless of DST or not. AEST is +10. When
Syd/Melb are observing DST, AEST doesn't change to +11, that's called AEDT,
AEST is still +10.
UTC is UTC is UTC.

We originally used UTC as we would have customers in one location in terms
of their NOC department (say USA) but local ops/engineering hands/feet in
Sydney with actual services in Singapore, Perth, Sydney and Auckland. When
they asked for local time it was quiet confusing as to what they actually
meant by local. So the simple answer was to use UTC
We had a lot of customers complain that UTC just added another step in the
process (and one that someone could mess up converting) so we added the
feature for you to be able to set your own timezone. Makes it really simple
in the end.
